Password Reset fails with 500 Server Error if user has no kba questions and kba is enabled for Reset

      Description

      Attempting to reset user password when user has no KBA questions cause a 500 Server Error to be returned and the Reset Your Password page to reload when reset link in email is opened.

      Steps:
      1. start idm
      2. create a user default
      3. configure email settings
      4. configure password reset with kba enabled (leave "numberOfQuestionsUserMustAnswer" : "1", in selfservice-reset.json)
      5. open self-service ui and click on Reset your password link
      6. click reset link in email received

      Expected Results:
      password reset page loads

      Actual Results:
      Internal Server Error reported. Browser loads https://localhost:8443/#passwordReset/continue with Reset Your Password displayed
