      Description

      Self-Service page fails to load if user (created via admin ui without any security questions) attempts to Reset password via the Password Reset link sent in email

      Steps:
      1. configure Password Reset, Email Service in admin ui
      2. create new user via admin ui, do not include any security questions
      3. as new user click on Reset link on Self-Service UI, enter username and click submit
      4. click on link in email received

      Expected Results:
      Self-Service page loads

      Actual Results:
      self-service page fails to load

      Dev Console shows:

      Status Code:400 Bad Request
      Repsonse: {"code":400,"reason":"Bad Request","message":"Insufficient number of questions. Minimum number of questions user must answer: 1, Questions available: 0"}
