UI: Confirmation dialogs should be in the foreground, not the save confirmation tooltips

      Description

      If the user make changes in some settings, press Save button, information tooltip shows. When the user clicks (before it disappears) on Deploy, deploy confirmation dialog shows but it's below the save confirmation message.

      Steps to reproduce:
      1) Open studio
      2) Make change in some route
      3) Save changes and before the confirmation tooltip disappears, click on the Deploy button
      Expected message: Deploy confirmation dialog is displayed in the foreground.
      Actual message: Save confirmation message is display in foreground.
