UI: Structured editor throttling config rate forms all error and disappear if the number of requests field is emptied

Each of the (three or so) forms for configuring a rate in the throttling page of the structured editor error quite badly if their 'number of requests' field has its value removed. The forms disappear from the page (with the empty dialog still present), and console errors are thrown.
