Update of route from 6.5.2 to 7.1.0 doesn't work

      Description

      We have a test (originally for IG 7.0.0) which tests route upgrade from 6.5.2. When launched with IG 7.1.0 it's not working and only shows message that route update failed. I would expect IG would internally try to update to 7.0.0 version first (possibly with user action if needed) and then will do another update to 7.1.0.
