Users with custom installations that alter to the documented installation of Tomcat may need a reminder to set the CATALINA_TMPDIR to somewhere that is writable for the user installing OpenAM otherwise it will not install.
I was unable to replicate this issue (see attached) following our guidelines unless i set the temp directory to something like /root/tmp.
The configuration logs do state that the temp directory is not writable in all versions tested, however it is a small note to make in documentation.
