Intermittent failures for the following

IdRepo Auditing Logs an activity audit event 
 when An identity service is removed

Kibana History is here.

How to reproduce the issue

  1. Run IdRepoAuditing test in a loop using IntelliJ.
Expected behaviour
Tests all pass
Current behaviour
Tests fail intermittently

Here is Kibana history for 6.5.x sustaining branch and there are still occassional failures even after fix. It was much worse before.
