Using the policy editor, I create a policy named


Then I select the policy to edit it and get a "Not Found" error. (However, I am able to delete it.)

The policy editor should not let me create a policy that I cannot edit.

This bug is similar to (if not a duplicate of) OPENAM-5364. I intended this2 bug to be against the Policy Editor, while I intended OPENAM-5364 to be against the policy framework migration.
