 Description   

This bug appears when the server returns a failure code from the initial serverinfo call.

This failure scenario triggers the adding of a Message to the view, which in turn attempts to retrieve a piece of text via the i18n system. However, the i18n system only gets initialised further along in the startup sequence so this op results in a $.t is undefined and XUI appears to freeze.

The startup sequence needs to be examined to work out a startup process that ensures the i18n system is already loaded if an error message is in need of being displayed

Verified: OpenAM 12.0.3-RC2 Build 4dbe218a05 (2016-April-25 17:57)

Steps to reproduce:

1.) Enable tamper data (firefox or chrome plugin to modify requests and headers)
2.) Hit the /openam/XUI/#login/
3.) Block the request /openam/json/serverinfo/* with tamper
AM 12.0.1 it freeze
AM 12.0.3 you can see login page
