 Description   

Issues OPENAM-5101 and OPENAM-5400 require user to perform additional configuration step for Apache Tomcat to avoid Policy Editor problems caused by a "/" character.

Tomcat should be started with -Dorg.apache.tomcat.util.buf.UDecoder.ALLOW_ENCODED_SLASH=true in CATALINA_OPTS environment variable.

The same requirement should be there in 13 and 14 docs as well for Tomcat..

Fixed in trunk, 13.5, 12.0.3.
