To recreate:

Set up OpenAM using default settings

1) Login as an admin user
2) Select top level realm
3) Select subjects
4) Create a new user and set password
5) On the general tab click "Password Reset Options"
6) Select "Force Change Password On Next Login" (see attached image)
7) Log out and attempt to login as the new user

Expected Behaviour
At this point I would expect to be forced to change the password

Actual Behaviour
The user logs in as normal and does not have to change password

Removing the option is a valid solution if this is not simple to fix.

Verified fix on: OpenAM 14.0.0-M6 Build 73f9e2bdde (2016-November-18 10:20)

Issue was fixed by removing "Force Change Password On Next Login" option. Since "Password Reset Options" is now empty I created OPENAM-10060.
