Would be useful to be able to declares (and configures) ExecutorService(s) in the OpenIG heap so that downstream filters/handlers could re-use them.

ExecutorService is actually used in the PolicyEnforcementFilter and in OAuth2 ClientFilter and the ResourceFilter. As said in PR-166, we should properly destroy it (see PR for further details)
